Member Secretary

I. The functions of the Board shall be as under:-

(1) To ensure that the provision for the prevention of cruelty to animals as in force in India are implemented by the government properly giving special emphasis to amended provisions under sub-section (1) of Section 38 of the Prevention of Cruelty to Animals Act, 1960, published in Official Gazette of Government of Goa Series 1 No. 7 dated 16/5/2002 and to undertake study of problems if any faced for effective implementation of such law from time to time;

(2) To advice the Central Government in framing rules under the Prevention of Cruelty to Animals Act, 1960 (59 of 1960), with a view to preventing unnecessary pain or suffering to animals generally and more particularly when they are being transported from one place to another or when they are used as performing animals or when they are kept in captivity or confinement;

(3) To advise the Government or any local authority or other person on improvements in the design of vehicles so as to lessen the burden on draught animals.

(4) To take all such steps as the Board may think fit, for amelioration of animals by encouraging, or providing for, the construction of sheds, water-troughs and the like and by providing for Veterinary assistance to animals;

(5) To advise the Government or any local authority or other person in the design of slaughter-houses or in connection with slaughter of animals so that unnecessary pain or suffering, whether physical or mental, is eliminated in the pre-slaughter stages as far as possible, and animals are killed, wherever necessary, in as humane a manner as possible;

(6) To take all such steps as the Board may think fit to ensure that unwanted animals are destroyed by local authorities, whenever it is necessary to do so, either instantaneously or after being rendered insensible to pain or suffering.

(7) To encourage, by the grant of financial assistance or otherwise, the formation or establishment of pinjarapoles, rescue homes, animal shelters, sanctuaries and the like where animals and birds may find a shelter when they become old and useless or when they need protection;

(8) To co-operate with, and co-ordinate the work of association or bodies established for the purpose of preventing unnecessary pain or suffering to animals or for the protection of animals and birds;

(9) To give financial and other assistance to animal welfare organizations functioning in any local area or to encourage the formation of animal welfare organizations in local area which shall work under the general supervision and guidance of the Board;

(10) To advise the Government on matters relating to the medical care and attention which may be provided in animal hospitals and to give financial and other assistance to animal hospitals whenever the Board thinks it necessary to do so;

(11) To impart education in relation to the humane treatment of animals and to encourage the formation of public opinion against the infliction of unnecessary pain or suffering to animals and for the promotion of animal welfare by means of lectures, books, posters, cinematographic exhibitions and the links;

(12) To advise the Government on any matter connected with animal welfare or the prevention of infliction of unnecessary pain or suffering on animals.
II. Office of the Board, term of office, etc.

(1) The Office of the Board shall be located in the Office of the Director of Animal Husbandry & Veterinary Services, Patto, Panaji - Goa.

(2) The term of the Board shall be three years from the date of its constitution.

(3) The term of Office of the Ex-Officio Member shall continue so long as he holds the Office by virtue of which he is such a member.

(4) The Government may, at any time, remove, for reasons to be recorded in writing, a Member from Office after giving him/her a reasonable opportunity of showing cause against the proposed removal and any vacancy caused by such removal shall be treated as casual vacancy for the purpose.

(5) The non-official members of the Board shall be entitled to TA/DA for attending the Board's meeting as admissible to Grade 1 Officers of the Government.

Minutes of Goa State Advisoty Board for Animal Welfare

Minutes of the first meeting held on 3rd May 1999

The first meeting of the Goa State Advisory Board for Animal Welfare was held on 3rd May 1999 at 4.00 p.m. in the Conference hall, Secretariat, Panaji, under the Chairmanship of Shri Rakesh Mehta, Development Commissioner, Government of Goa.

Director of Animal Husbandry and Veterinary Services, welcomed the participants and lauded the efforts of various animal welfare organisations in the field of prevention of cruelty to animals and control of stray animals. He has assured necessary assistance from the Department for the functioning of Advisory Board and curbing cruelty to animals and proper implementation of Prevention of Cruelty to Animals Act - 1960.

The Chairman, Shri Rakesh Mehta in his address congratulated all present for their enthusiasm in animal welfare and for their efforts in amelioration of animal sufferings. He outlined in brief the basic objectives of the State Advisory Board for Animal Welfare which he said was the proper forum for addressing various issues relating to animal welfare. He pointed out there being no organization like S.P.C.A. in Goa, adequate provision for prevention of cruelty to animals and effective implementation of laws appended to each could not be taken up. He promised all encouragement and help to the board and other institutions/ organisations engaged in animal welfare activities from the Government.
Advocate Norma Alvares from Peoples for Animal spoke at length about the need to prevent cruelty to animals in various forms and called for greater awareness amongst the public to contain the same. She made a mention of cruel way of transport of live birds and pigs before slaughter, which gave a pathetic sight and suffering to animals and drawn the attention of concerned authorities for preventing such inhuman treatment to animals. She requested police department to look into the matter and register cases against erring personnel.

Development Commissioner suggested that the police department should give some training for the personnel to enlighten them about the provision of cruelty to animals act - 1960 and also the ways and means to minimise cruelty to animals.

The Superintendent of Police, Shri Ramesh Lotlikar, agreed to conduct training to the police personnel at Police training school at Valpoi.

Director of Animal Husbandry and Veterinary Services stated that the Department in collaboration with Animal Welfare Board of India conducts training course on Animal Welfare. The trainees for this course are drawn from department of Animal Husbandry, Police, Forest, Education and Animal lovers. Besides Animal Welfare fortnight is observed every year commencing from 14th January to create awareness among people about the need to show compassion to animals. During 1998-99 the department arranged meetings at Shiroda, Savoi verem, Khotodem, Bicholim and Mandrem and explained to the participants the need for showing kindness to animals, and stressing the importance of showing affection to animals and the way in which it can be shown in daily life. Films shows on animal welfare are also arranged at these meetings. Besides telecast on T.V. on different aspects of animals welfare were also arranged.

Ms. Blanche Moore - Joint Secretary of Goa Animal Welfare Trust - Madgaon explained the various measures taken up by their organisation i animal welfare and sterilization of stray dogs found on various beaches of South Goa, and vaccinating them against rabies. Ms.Moore informed that though their organisation has approached Margao Municipal Council for their assistance and co-operation in catching stray dogs and sterilizing them, so far no positive response has come from them. She also proposed that the stray dogs once sterilized should have prominent identification marking on the body which will enable the dog catchers to identify them. This will also avoid duplication of surgery on the already sterilised dogs. Even though identification marks are made on stray dogs sterilized by 'Peoples for Animals' and 'Goa Animal Welfare Trust', the stray dogs sterilised by some private Veterinary practitioners, such identification marks are not provided.

Development Commissioner has advised the Goa Veterinary Council to issue necessary directives to all veterinarians conducting sterilizations of stray dogs to put identification marks preferably by branding.

Smt.Angela Kazi of People for Animals - Panaji explained various activities undertaken by them in collaboration with the Panjim Municipal Council. She commended the excellent co-operation rendered to them by the Chairperson and the staff of the Panjim Council and that at the moment - stray dogs have been sterilized and vaccinated by them.

Shri Ramesh Silimkhan, Chairperson of Panaji Municipal Council explained the details of its scheme to control population of stray dogs in the city of Panaji and requested the help of Veterinary doctors from the Department of Animal Husbandry and Veterinary Services, and also free medicines for sterilisation of stray dogs. The Director of Animal Husbandry assured that to begin with one Veterinary doctor would be deputed twice a week on fixed days for conducting sterilisation of stray dogs impounded by the Municipal Council and also would provide free medicines and Anti rabies vaccines.

The Vice President - Animal Welfare Trust - Charmaine Byone, spoke and explained the good work being done by the Animal Welfare Trust and that their requirement at the moment in South Goa was a vehicle, an infirmary and adequate funds.

Mr. Vinod Gosalia, President Animal Welfare Trust, requested the Director of Animal Husbandry to arrange an infirmary for the animals in the Veterinary Hospital at Sonsodo, Raia and also some office premises at the Complex from where they could effectively function.

Director of Animal Husbandry agreed to provide the facilities available at Veterinary Hospital Complex, Sonsodo, Margao for conducting sterilisation of stray dogs and also for the infirmary to the Animal Welfare Trust - Margao. The services of one Veterinary doctor would also be made available once a week for conducting sterilisation in addition to free medicines and Anti-rabies vaccine. The dog wards and large animal wards will be placed at the disposal of Animal Welfare Trust, for the purpose of infirmary and for after care of sterilised dogs.

Advocate Norma Alvares of PFA explained various proposals received by them for land at Nachinola and Dharbandora etc. for starting infirmaries and said the PFA is now proposing to introduce in schools Computer aided kits for animal dissection to avert cruelty to animals. Director of Animal Husbandry stated that an area of about 40 acres of land at Dharbandora had been shown to 'PFA' for setting up infirmaries. However the proposal was abandoned by PFA, since the land to be provided is far away from Panaji and not convenient to the PFA.

The Development Commissioner informed that to start with the dog wards at the Veterinary Hospital Complex can be made available to People for Animals to be used as infirmaries for small animals.

The proposal of People for Animals and the Animal Welfare Trust to recognize their organisation by the Government was considered by the board and it was resolved to recommend to the Government to recognise their organisation as they are providing yeoman services in the field of animal welfare.

Minutes of the 2nd meeting held on 28th June '99

The 2nd meeting of the Goa State Advisory Board for Animal Welfare was held on 28th June 1999 at 5.00 p.m. in the Conference Hall, Secretariat, Panaji under the chairmanship of Shri. Rakesh Mehta, Secretary for Animal Husbandry, Government of Goa.

Director of Animal Husbandry and Veterinary Services welcomed the participants and read the minutes of the first meeting on 3rd May 1999, and the minutes were confirmed.

1. Action taken on the decision taken in the last meeting:

Superintendent of Police Shri R. D. Lotlikar informed that provision under Prevention of Cruelty to Animals Act 1960 and its mode of implementation will be made part of the curriculum for training of police personnel at the Police Training Centre - Valpoi. He also informed that training programme in Animal Welfare can be organised one each in South Goa and North Goa to enlighten the police about the importance of Animal Welfare and role of police in the implementation of provisions under the Act.

ii. Director of Animal Husbandry and Veterinary Services informed that the small animal wards at the Veterinary Hospital, Sonsodo - Raia were made available to Animal Welfare Trust for conducting sterilizations, vaccinations and also to be used as infirmaries for small animals.

iii. Ms. Blanche Moore informed that during the last one month 20 sterilizations have been carried out in the premises of the department of Animal Husbandry and Veterinary Services with the assistance of the officials of the Department.

iv. The Registrar of Goa Veterinary Council informed that instructions were already issued to all veterinarians conducting sterilizations of stray dogs to put identification marks on the dogs sterilized to prevent duplication of surgery.

v. Director of Animal Husbandry informed that Dr. Salvador Vaz, Veterinary Officer of Veterinary Hospital, Tonca - Panaji has already been directed to conduct sterilization of stray dogs twice a week at the shelter provided by Panjim Municipal Council in consultation with People for Animals.

vi. It is also informed that the proposal of People for Animals and Animal Welfare Trust to recognize their organization by the Government has been accepted by Govenment of Goa and necessary orders issued.

2. Scheme to control Stray Dogs in Panjim Municipal Council area:
On the basis of the scheme submitted by Panjim Municiple Council and the expenditure statement prepared by People for Animals, the Department of Animal Husbandry and Veterinary Services redrafted the scheme and circulated amongst the members; the agencies involved in the implementation of the scheme are Panaji Municipal Council, People for Animals and Department of Animal Husbandry and Veterinary services. The function of each agency and financial implications involved are detailed in the scheme. It is expected to sterilize 1200 dogs during the first year and the total cost involved will be Rs.6.48 lakhs. This amount does not include the expenditure to be incurred by Panjim Municipal Council to provide training to dog catchers, shelter for dogs during operation and post operative treatment and transportation, which will be totally borne by Panjim Municipal Council.

The doctor from Department of Animal Husbandry will conduct the sterilization of 600 dogs and will provide medicines from departmental funds, therefore the expenditure involved for the sterilization of animals to be performed by the department will be Rs.2,44,800/- wherein the expenditure to be incurred by the People for Animals towards the sterilization of 600 dogs, immunization of 1200 dogs and feeding charges of 1200 dogs for 7 days will be Rs.3,60,000/-. The cost of feeding and immunization of dogs sterilised by the A.H.V.S. department will be borne by the People for Animal.

Since People for Animal is getting a grant of Rs.4.00 lakhs for this acticity from Government of India, Peopled for Animals will have a balance of Rs.40,000/- and hence no reimbursement from the Government is required.

The scheme was unanimously approved by the Board and recommended to the Government for its consent. The Board also recommended to waive the sterilization charges of Rs.100/- per operation which the department is normally charging for such operations.

3. Infirmaries: To set up infirmaries for small animals like dogs and cats, the Department of Animal Husbandry will provide the dog wards available at Veterinary Hospital Complex at Tonca - Panaji and at Veterinary Hospital, Sonsodo - Raia.

People for Animal has agreed to look after the animals including feeding of small animals during the detention period at Panjim and Animal Welfare Trust has agreed to look after the animals at Sonsodo - Raia. As regards to the land at Dharbandora, representative of People for Animals clarified that; they have got no objection to start an infirmary by the Government at Dharbandora. The Director of A.H.V.S. informed that department is not in a position to establish infirmary at Dharbandora due to the investment involved festablishment and maintenance.

As regards to infirmaries for large animals - Mr. L. M. Purohit, Director of Dwarkapuri Gowseva Ashram, Kasailem - Tiska - Usgao, who was invited as a special invitee to the meeting, has agreed to provide one of his animal shed of his Gaushala to be used as an infirmary for bovine animals. he has also agreed to look after these animals during their detention and stay at the infirmary.

Directory of Animal Husbandry has agreed to open one sub-centre in the Ashram and one Veterinary Assistant and one attendant will be posted to provide necessary veterinary aid to the ailing animals kept at the infirmary and the Gaushala. In addition to that, the Veterinary doctor from Veterinary Dispensary, Usgao will visit the centre once a week and also as and when required during emergency. Since the Ashram required financial assistance from the Government for teh maintenane of these animals the Board unanimously resolved to request the Government to provide grant-in-aid to the Ashram.

Ms. Norma Alvares informed that it is necessary to issue directives to all the Municipalities and Village Panchayats by the Government not to shoot the dogs as it violates the provision under the Prevention of Cruelty Act - 1960. They may take necessary steps to control teh population of stray dogs as is being done by Panaji Municipal Council. The Board unanimously agreed to this suggstion and the Chairman informed that he will take the matter with the Secretary, Urban Development to issue necessary instructions in this regard.

Minutes of the 3rd meeting held on 13th October '99

The third meeting of the Goa State Advisory Board for Animal Welfare was held on 13/10/99 at 4 p.m. in the Conference hall of the Secretariat, Panaji under the Chairmanship of Shri A. Venketratnam, Secretary for Animal Husbandry of Government of Goa. Member Secretary of State Advisory Board for Animal Welfare welcomed the participants and read the minutes of second meeting held on 28-6-99 and minutes were confirmed.

1. Action taken on minutes of the last meeting : Mrs. Norma Alvares of "People for Animals" briefly explained the progress of implementation of scheme for control of stray dogs population in Panaji Municipal area. She has informed that till September 1999, 165 dogs were sterilized and 65 dogs were euthanized, in addition 58 dogs were treated for various ailments. She also informed that "People for Animals" has recruited one qualified Veterinary Surgeon to carry out the sterilization at the Municipal shelter at St.Inez. In addition, the Veterinary Officer from Animal Husbandry department has also commenced Operation at the shelter. She also informed that "People for Animals" do not have sufficient funds to look into the several request for attending to injured animals, including dogs, cats, birds, cattle etc.

2. The Director of Animal Husbandry and Veterinary Services informed that as per decision of the previous meeting one Veterinary Doctor from Department of Animal Husbandry and Vety. Services has started conducting sterilizations of dogs at the shelter provided by Panaji Municipal Council. Government of Goa has approved the proposal to provide the small animal wards at Panaji Veterinary Hospital Complex and at Veterinary hospital, Sonsodo, Raia to be used as infirmaries for small animals by People for Animals and Goa Animal Welfare Trust respectively. Government has also approved to provide grant-in-aid of Rs.20,000/- during the year 1999-2000 to Dwarakapuri Gowseva Ashram, Tisk Usgao for providing one of its animal sheds, to be used as infirmary for bovine animals. Government has already set up one Veterinary Sub-Centre in Gowseva Ashram to provide Veterinary aid to ailing animals kept at the infirmary free of charge. In addition Veterinary Officer, Veterinary Dispensary, Usgao is also visiting Gowseva Ashram once a week to provide veterinary services and also as and when required during emergency. Government has also agreed to waive the sterilization charges of Rs.100/- per operation of stray dogs which department normally charges for such operation.

3. The Director of Municipal Administration informed that necessary instructions were issued to all Municipalities to stop shooting of stray dogs and to take necessary steps to control the population of stray dogs in their respective areas as is done by Panaji Municipal Council. The Board members discussed in detail steps to be taken to control the population of stray dogs in other Municipal areas.

Mr. John Hicks from 'International Animal Rescue' informed that they will undertake sterilization of stray dogs of Mapusa Municipal Council area at their animal shelter set up at Assagao. Goa Animal Welfare Trust, Margao came forward to take up the sterilization of stray dogs in Margao Municipal area. They have already started sterilizing dogs at Veterinary Hospital, Sonsodo Raia where one Government Veterinary Doctor is undertaking sterilization. Representative of People for Animals requested the Government to provide some facilities for undertaking sterilization of stray dogs of Ponda Municipal Council area. The Director of Animal Husbandry and Veterinary Services informed that some land can be provided at their complex at Curti - Ponda to set up dog shelter, subject to the approval of the Government. He has also expressed his inability to provide the services of Government Veterinary Doctors in other Municipal areas as there is only one Veterinary Doctor in each Dispensary, and they are fully engaged in treatment, vaccination and control of diseases of other animals like cattle, buffaloes, poultry, goats, pigs etc. They also have to implement various Animal Husbandry Programmes in their respective areas and have to work six days in a week.

Board also recommends that other Municipal Council should take steps to control stray dog population in their respective areas as is being done by Panaji Municipal Council. Board also recommend that each Municipal Council should have three to four trained dog catchers and may appoint Veterinary Doctors to conduct the sterilization of dogs on fixed remuneration. The Board also recommended that all pet dogs in Municipal area, should be licenced by enforcing higher licence fee for unsterilized dogs, which in time is likely to decrease the dog population. The representative of International Rescue Centre informed that the Tranquelizer Gun is necessary for catching injured animals for which necessary funds will be provided by them and requested the Government to arrange for necessary formalities for importing the gun for which the Conservator of Forest has agreed to take up the matter with the Ministry of Forest and Environment for getting necessary Licence.

Representative of People for Animals requested the services of Government Doctors during their offdays for sterilization of stray dogs for which they can provide some additional remuneration to carry out sterilization.

The Director of Animal Husbandry and Veterinary Services informed that the Government Doctors are working six days in a week and they may not agree for taking this extra work. However, if any Doctor is willing to come forward to carry out sterilization, the matter will be examined in consultation with said Veterinary Doctors.

Minutes of the 4th meeting on 16th February, 2000

1) The 4th meeting of the Goa State Advisory Board for Animal Welfare was held on 16.2.2000 at 3.00 p.m. in the Conference Hall of Secretariat - Panaji under the Chairmanship of Shri Ashok Kumar - Development Commissioner and Secretary, Animal Husbandry. The Chairman of the Board welcomed the participants. The Member Secretary read the Minutes of the 3rd meeting held on 13th October '99 and the minutes were confirmed.

2) Mrs. Norma Alvares of People for Animals explained the progress of work done under the scheme for Control of Stray Dog population in Panaji Municipal Area being implemented jointly by the People for Animals, Panaji Municipal Council and Department of Animal Husbandry & Veterinary Services. It was informed by her that so far 471 stray dogs have been sterilized and another 90 euthanised at the shelter provided by the Panaji Municipal Council. This was done with the assistance of the Veterinary Doctors of the Department of Animal Husbandry, staff of Panaji Municipal Council and People for Animals. I was also informed that in addition to the dogs from Panaji Municipal limits, dogs from the Goa Medical Complex were also sterilized.

3) It was decided, at the request of Mrs. N Alvares to provide the services of Dr.U.V. Pednekar thrice a week instead of twice a week till 31st March 2000. (Action D.A.H.)
4) It was informed by Mrs.Alvares that 30 dogs have been sterilized in Ponda with the assistance of Animal Husbandry Department at the Veterinary Dispensary, Ponda. It was further pointed out that establishment of Dog Shelter at Ponda is essential for carrying out this work smoothly. It was agreed to recommend to Government to allot a piece of land belonging to the Animal Husbandry Department at Curti - Ponda in favour of People for Animals on suitable terms and conditions. 5) As far as Mormugao Municipal Council is concerned it was informed that the People for Animals is in touch with the Municipal authorities who have shown three sites for selection for establishing Animal Shelter and the P.F.A. have selected a site at Shantinagar belonging to the Communidade but so far the land has not been allotted. Director of Municipal Administration would coordinate this for early establishment of Dog Shelters in Ponda and Mormugao and report back within a period of 15 days the progress made in this regard. 6) Ms.Blanche Moore - Representative of Goa Animal Welfare Trust informed that so far they have undertaken 138 sterilizations, 114 vaccinations, 68 adoptions, 16 terminations in addition to Education - programmes in school, presentation of public awareness and presentation to Lions and Rotary Clubs. It was informed that even though their Organisation received some grants from G.O.I., the same is utilised for feeding and sterilization of stray dogs and also informed that they are facing difficulties in getting a vehicle for transporting stray dogs from Municipal areas to the site of Animal shelter.

7) The Director Animal Husbandry informed that he is in receipt of a letter from the Margao Municipal Council stating that the Municipality proposed to convert the existing Jeep into Ambulance Van for transportation of stray dogs. It was decided to take up this issue with the Margao Municipal Council/Director Municipal Administration for expeditious conversion of the vehicle. (Action D.A.H./P.F.A.)

8) Ms.Moore has also informed that they are getting the services of Govt. Doctor only once a week and have requested to provide the services of Govt. Doctor for at least thrice a week. Chairman directed the Director (AH) to provide one Veterinary Doctor to them. He should report to Goa Animal Welfare Trust at Margao by 22nd February and to attend to the training programmes on 26th and 27th February at St.Ines, Panaji. (Action D.A.H.)

9) The Representative of International Animal Rescue Centre Shri John Hicks informed that they are undertaking sterilization of stray dogs and other animal welfare activities at their animal centre set up at their own property at Assagao - Bardez. It was informed that they collect dogs from Mapusa Municipal Area and other surrounding villages and that they have got 2 full time Surgeons who sterilized around 2500 female dogs and 1000 cats. It was also informed that they have received grants from Central Govt. and with that assistance they have purchased an Ambulance and they have also received grants for sterilization and for construction of a building. It was also informed that recently the Mapusa Municipal Council provided them with 10 Recovery Cages. The Municipal Council also trained four persons in catching stray dogs by deputing them to Bombay and presently their Organization sterilize about 10 dogs from Municipal Council Areas per week and the number will be increased in due course. It was further informed as promised earlier one tranquilising gun will be provided to the State of Goa for tranquilising animals for treatment and impounding of dogs suspected of rabies and treatment of wild animals.

10) Mrs. Angela Kazi of P.F.A. informed that one renowned Veterinary Surgeon from Bombay who undertakes nearly 50 sterilizations a day is arriving in Goa and will be camping at the Dog Shelter at St.Inez for undertaking sterilization of stray dogs on 26th and 27th February 2000. The Director of Animal Husbandry informed that a batch of Veterinary Doctors from the Department will be deputed to attend this camp so that they get on the spot experience in the process of sterilization undertaken by the said Surgeon.

11) In addition to Panaji Municipal area, stray dog control measures have already started in the municipal areas of Margao, Mapusa and Ponda and the activities could be extended to Mormugao Municipal area, after establishing the dog shelter. (Action D.A.H./D.M.A.)

12) It was also decided to concentrate the activities in the five Municipal areas of Panaji, Margao, Mormugao, Ponda and Mapusa till adequate results are obtained and then taking up of activities in other areas could be considered.

Minutes of the 5th Meeting held on 8th February, 2001

1. The fifth meeting of the Goa State Advisory Board for Animal Welfare was held on 8th February, 2001 at 5.00 p.m. in the Conference Hall of the Secretariat, Panaji under the Chairmanship of Mrs.Archana Arora, The Secretary, on behalf of Chairman of the Board. The Secretary welcomed the participants. The Member Secretary read the minutes of the 4th meeting held on 16th February, 2001 and the minutes were confirmed.

2. Director of Animal Husbandry and Veterinary Services allotted the Departmental premises at Curti-Ponda for Animal Shelter. People for Animals also informed that land allotted to them will be developed, as they are awaiting funds from Central Government, but they will start their activity with help of Department of Animal Husbandry and Veterinary Services for temporary place provided for installing Animal Shelter.

3. Adv. Norma Alvares of People for Animals requested that Dr. Pednekar, Veterinary Officer should report once in a day in a week at Vasco and at Ponda and three days in Panjim Municipal shelter as usual. Director of Animal Husbandry and Veterinary Services agreed to provide services of Dr.Pednekar for 5 days.

4. She also requested that Directorate of Municipality and Panchayat should issue notices to all the Panchayats and Municipality to co-operate with Animal Welfare Organisation regarding sterilization and Immunization (N.G.O.s). (Action to be taken by Director of Municipality and Panchayat).

5. Blanche Moore of Goa Animal Welfare Trust has informed that Margao Municipal Council is not giving much co-operation and the vehicle provided by them for limited hours in a day is very old and small in size, and hardly three to four dogs can be carried at a time. In response to that Advocate Norma Alvares advised Animal Welfare Trust to pursue the matter regarding the allotment of vehicle by the Central Government, Ministry of Social Justice and Empowerment and she promised to help them in this respect. (Action by Margao Municipal Council).

6. Ms. Nichola Maddocks from International Animal Rescue Centre Goa, informed that they have already acquired the tranquilizing Gun and the same will be available for the use of Animal Husbandry Department, Forest Department and any other Animal Welfare Organisation as and when required. The Gun will be managed by Mr.John Hicks, who is a permanent resident of Goa, as agreed by Ms.Nichola Maddocks.

7. Adv.Norma Alvares suggested that the dog licence fees should be charged by the Panchayat and Municipalities and it should be very nominal i.e. in case of sterilized dogs (Rs.30/-) and that of non sterilized pet dogs Rs.1000/-. In view of above charges, more number of dogs will be sterilized and the population of stray dogs will be reduced. (Action by Directorate of Panchayat and Municipalities).

She also said that the shelter provided by Marmugao Municipal Council is very small and steps to be taken by Marmugao Municipality to provide better shelter.

8. Request by the International Animal Rescue to include them as one of the member of the Goa State Advisory Board of Animal Welfare is under consideration.

A D D E N D U M

Read: Minutes of the 5th Meeting of Goa State Advisory Board for Animal Welfare
With reference to the above, below mentioned matter is added to para four (4) of Minutes of the 5th meeting of Goa State Advisory Board for Animal Welfare. The matter is as follows.

"The Director of Animal Husbandry and Veterinary Services informed that the Hon'ble Chief Minister was concerned about the proliferation of strays in Panchayat areas as well as Municipalities. Adv. Norma Alvares agreed that People for Animals would undertake sterilisation of strays in Panchayat areas adjoining the Municipalities of Panaji, Ponda and Vasco. She explained that as it would not be possible to set up shelters in each of the Panchayat areas, the strays would need to be brought to the Municipal Shelters for sterilisation. She therefore requested that the Directorate of Municipalities and Panchayats should issue notices to all the Panchayats and Municipalities to co-operated with Animal Welfare Organisations regarding sterilisation and immunization of strays."

Sir/Madam,

It is hereby informed that in the first meeting of the Goa State Advisory Board for Animal Welfare held on 3/5/'99 at the Secretariat - Panaji under the Chairmanship of the Development Commissioner, it was resolved that all Veterinary practioners in this State undertaking Sterilization Operations (Hysterectomy/Ovarohysterectomy) and vaccinations should ensure that a proper identification mark should be visible from a distance so that there is no duplication of surgery on the already operated /vaccinated dogs thereby avoiding unnecessary suffering and pain to them.

This Council therefore hereby directs all Veterinarians in the State of Goa engaged in such work to strictly follow the above instructions.
