Unit Statues
I.
A. DEFINITION
The unit is made up of Past Pupils who, aware of the commitments contained
in the Statutes of the World Confederation and in the present regulations,
voluntarily have organised themselves into an Association in a Salesian
institution.
B. ENROLLMENT
To become a member of the Unit of the Past Pupils one should have frequented
any Salesian institution for a period enough to know Don Bosco and assimilate
the Salesian spirit. He has to submit a written application to the Unit
secretary for enrollment together with the membership fees. If the Unit
committee finds the application in order then the applicant may be enrolled any
may be issued the official membership card.
C. RIGHTS
Enrolled members have the right to:
- Vote during Congress, meetings and elections,
- To receive the official news organ and social communication.
- Enjoy facilities granted by each unit.
D. TRANSFERS
When a Past Pupil has been in two or more institutions he takes the
membership card from the place of his choice or, in case of transfer, from the
place more convenient to him. In the latter case he should inform the Unit of
origin.
E. OBLIGATIONS
The Unit is however at the service of all the Past Pupils, whether
registered or not, to keep alive the ties of fraternal friendship initiated by
Don Bosco through his Salesian to invite all to take part in its undertaking.
II. ACTIVITIES
A) ACTIVITIES
Any activity of the Unit is valid if it corresponds to the aims of the
Association and is in harmony with the undertakings initiated by the Salesian
institution.
The Unit encourages its Members to be active as a group or even as
individuals in the work of other religious and patriotic associations.
B) FUNCTIONS
- To hold the Annual General Gathering Meetings by groups-Extra-ordinary
meetings, Salesian Manifestations.
- To initiate activities; moral lectures, a day of recollection every month
if possible;
- Spiritual Activities: moral lectures, a day of recollection every month if
possible;
- Cultural Activities: Conferences, Debates, Libraries, Night Classes,
exhibitions, etc;
- Artistic and Recreative Activities: Dramas, Choirs, Orchestras, Brass
bands, games, picnics, and tours;
- Social Activities: Employment bureau, scholarship, visiting the stick and
aged homes, medical camps or legal consultations, etc.,
III. DIRECTIVE AND EXECUTIVE ORGANS
The Assembly of Members is made up, for all purpose, of Past Pupils who have
paid their membership fee. But in the spirit of the present. Regulations the
invitation to be present at the Annual Gathering is extended to all other Past
Pupils also.
IV. DUTIES OF THE ASSEMBLY
The Assembly has the following duties: -
- To pass resolution on the activities of the Unit.
- To approve the Annual Report and the Statement of Accounts.
- To elect the Committee members.
- To fix the membership fee.
V. DELEGATE
The Delegates is not an elected member, but is appointed by the Salesian
Provincial. He takes the place of Don Bosco as a Spiritual animator and guide.
Wherever the Delegate is not the Rector of the house, he acts as his
representative.
VI. UNIT COMMITTEE
- The Unit Committee is made up of the Delegate, the President, the Vice
President (Senior), the Vice President (GEX) (for Young Past Pupils) the
Secretary the Treasurer and a minimum of 4 councilors.
- The committee, the first meeting after the elections, elects among its
members, the President, the Vice-President, and the Vice-President for the
young Past Pupils, the Secretary, and the Treasurer.
- The Committee may at times co-opt other past pupils.
- The Quorum is one than ½ of the elected members.
- The Committee shall meet at least one a month.
VII. DUTIES O F THE PRESIDENT
A. The President has the following duties:
- To represent the Unit in its dealings with the Salesian Congregation,
Provincial committee as well as with religious civil authorities and others.
- To convene the Unit Committee and the assembly and to preside over them.
- To communicate to the members the decisions of the Provincial Council and
of the unit assembly and to see to their executions.
- To preside at all meetings and activities of the Units, sub-committees.
- To present to the Provincial Committee the Annual Report and the Statement
of accounts of the units.
- To see to the execution of the acts which promotes the cause of the unit
and gives life to it.
- To keep the unit Delegate informed of all happenings in ht unit and at the
meetings, especially when the delegates is not in attendance.
- To ensure that the unit is represented at all Provincial Council meetings.
- To ensure that all committee members carry out their duties correctly and
in keeping with the regulations.
- To conduct an evaluation soon after every major activity of the unit and
otherwise, in general, to conduct an evaluation at least once every four months
regarding the activities carried out by the unit and the overall running of the
unit (membership, finances, formation, deliberation carried out, etc.)
B. THE UNIT VICE -PRESIDENT (SENIOR)
- To be present at all council and committee meetings and assist the
President in his duties.
- To take the place of the President in his absence.
C. THE VICE-PRESIDENT (GEX)
- He shall not be more than 35 years at the time of his election.
- He shall spend his time looking after the Young Past Pupils per guidelines
given in Article 14.
D. DUTIES OF THE UNIT SECRETARY
- To keep up-to-date the list of the members and the list of all the Past
Pupils of the Institution.
- To prepare and send out notices for meetings of the committee of the
Assembly.
- To attend to the correspondence of the Unit.
- To draw up the minutes of the meetings of the committee and of the
Assembly.
- To prepare the chronicles and statistics and collect the documents, photos
etc., of the Unit.
- To look after to preserve the archives of the Unit taking special care in
filing all correspondence up-to-date.
- To prepare and send to the Provincial Secretariat the reports and
documents of the principal activities of the Unit.
- To keep the President informed of all happenings in the unit and to ensure
that no decision is made or any correspondence goes out of the offices without
the Presidents knowledge.
- To hand over all documentation to the incoming Secretary, at his completing
his tenure of office.
E. DUTIES OF THE UNIT TREASURER
- To prepare and keep up to-date the inventory of goods owned or used by the
Units.
- To receive membership fees donations and any other income and account for
the same.
- To prepare the Statement of Accounts to be approved by the Assembly.
- To keep the registers of accounts well maintained and carry out the
administrative acts of the Unit.
- To deposit the money in the Bank Account in the name of the Unit which is
to be operated by two signatories out of the three or four. The Delegate should
be the compulsory signatory of the others for all transactions related to
finance.
- To hand over all documents and cash to the incoming Treasurer, on his
completing his tenure of office.
VII. ELECTIONS
- The election of the members of the Unit Council is the privilege of the
member of the general of the general assembly
- For the sake of uniformity, all units have their elections before the
Provincial Federation election once in 4 years.
- Only registered members shall have the right to vote at the elections.
- Members enrolled less than 6 months before the election shall not have the
right to vote but may be present at the General Assembly.
- The decision of the Electoral commission in this regard shall be final and
binding if a member so enrolled falls within the six months prior to the date
of election.
- Only a member who has been on the rolls for more than 6 months will be
eligible to stand for elections.
B. Possible ways of conduction the elections:
- The Electoral commission will call for nominations from the members present
at the General Assembly and fix the number required for the unit council.
- The unit council will call for nominations from the registered members a
month before the AGM. Each nomination should be proposed by a registered member
and seconded by another such member. The unit council will fix the number of
members to be elected to the new council. Thereafter, the Electoral Commission
takes over the election process.
IX. ELECTORAL COMMISSION
- The Electoral Commission will consist of the local Delegate, the outgoing
President and an independent person who is not in the movement. The Delegate is
a compulsory member of the Electoral Commission.
- The Electoral Commission has a right to reject to reject a members
nomination to the elections if he is found to be of a bad character or unworthy
of being elected on various grounds at the discretion of the Electoral
Commission. The decision of the Electoral Commission in this regard will be
final and shall not be questioned.
- The Electoral Commission shall ensure that members filing their nomination
are registered, active, and enthusiastic and are willing to spare time and
energy for the Federation, if elected, and all this in the spirit of Don Bosco.
- The Electoral Commission shall record and file all correspondence,
minutes; nominations related to the elections in a proper order and shall lay
out the procedures for the elections in an organised form.
- The number of the members to be elected to the new council will be decided
by the old council based on their past experience. No change in this number
will be entertained once the election process has commenced.
- The Electoral Commission will ensure that the members are well informed
about the elections to be held at the coming Provincial Council minimum of 21
days in advance.
- The Electoral Commission will once again go through the procedures of the
elections before its commencement at the Provincial Council for the sake of
information only. No suggestions or alterations will be entertained from the
Provincial Council other than from the Electoral Commission itself, which is
the final authority on all matters related to elections.
- Immediately after the new council is elected the Electoral Commission signs
off and hands over all files, papers, minutes, etc. related to the elections to
the Unit Delegate.
- The Unit Delegate will meet council after the Provincial Council either
immediately or on another convenient date but not later than 15 days from the
date of the Provincial Council to elect the Provincial committee as per article
VI(1). The Provincial Delegate will preside at this meeting,
X. OFFICE DURATION
The Provincial President holds office for four years and may be re-elected
for a consecutive term once only. The Council members likewise hold office for
4 years and may be re-elected.
XI. INCOMPATIBILITY
The office of the President of the Unit is incompatible with offices of a
public character carrying grave responsibilities of a political nature.
XII. DISCIPLINARY ACTION
- Any office bearer who does not attend three consecutive meetings without
leave of absence shall cease to hold office.
- A Past Pupil will cease to be a member, without refund to the
subscription, for unbecoming behavior or actions harmful to the organisation
through a considered decision by the Delegate and President and or the Council.
XIII. REPRESENTATIVE OF THE CONGREGATION
The Unit acknowledges as representative of the Rector Major and of the
Salesian congregation, the Rector of the Institution who ordinarily exercises
his office through the Delegate. The Delegate interprets the needs and requests
of the Past Pupils with the Salesian community and helps to co-ordinate their
understanding.
XIV. YOUNG PAST PUPILS (GEX)
The Unit member among his most important duties, in keeping with the
specific mission of the Salesian congregation, the card of youth.
- The care of the youth must be done, with proper adaptation, for the young
men who are about to leave the institution.
- For young men who have become past pupils, by enhancing the value of their
presence in the Association. With this end in view the Unit promotes religious,
cultural and recreative activities in keeping with the needs of youth, promotes
the starting of groups of varied interests and forms, whenever opportunities
and conditions are favourable to the Section for Youth which remains always an
integral part of the Unit.
XV. CENTRE
The Unit has its centre preferably in the Salesian Institution where it has
been formally established. The Institution places at its disposal a place
suitable for its meetings and organisation.
XVI. GROUPS
By Group is meant an Association of past pupils constituted in a
place where there is no Salesian Institution. The Group, like the Unit, is an
autonomous body with a committee of its own. The forming of a group must be
recognized by the Provincial Federation Committee.
The spiritual assistance of the Group pertains to the Provincial Delegate
XVII. GENERAL
A. Magazine
The Unit shall publish a newsletter atleast one in six months.
B. Banner
Every unit shall have a banner of its own with the reproduction of the face
of Don Bosco. It shall be exhibited on occasions of solemn celebrations and
meetings.
C. Badge
It is an external sign of unity among past pupils. It must be worn by every
past pupil. The badge may be collected from the Provincial office.
D. Motto
The motto of the Past Pupils shall be as given to us by our Father and
Founder, Don Bosco
KNOW, LOVE, HELP ONE ANOTHER AND KEEP UNITED- DON BOSCO
E. Identity card
Each member shall obtain from the unit, and Identity card, recognized by the
Provincial Federation and their respective unit.
XVIII. DIRECTIVES
These are specific and concrete deliberations pertaining tot he Provincial
Federation and Units, for the purpose of uniformity and administration. They
form and integral part of the Statutes.
