Cracks to Sanskruti Bhavan expose construction quality

The recent controversy of cracks developing to the newly built Sanskruti Bhavan at Patto has raised suspicion over the quality of construction of government buildings.Prior to Sanskruti Bhavan, it was the Goa State Museum which had developed various cracks to its walls and ceiling.An inquiry will be initiated into the cracks of the Bhavan said sources. The City Corporation of Panaji (CCP) is taking the initiative to identify the cracks which, they said, will be rectified once the faults are located.CCP Commissioner Dipak Desai has already issued an order to stop work at the adjourning constructing site of a private builder after suspecting the vibration of machineries used by the builder has led to the crack in the Bhavan building.
Desai informed that the technical report from the structural engineers of the private construction has been already sought and a same notice has also been served to the Sanskruti Bhavan officials.“We will verify the technical report of the private construction agency and also the expert report and construction plans of the Sanskruti Bhavan,” he said.He said that both the construction agencies should sit together to find it out what went wrong and how cracks have developed to the building.“I have personally inspected the site with my engineers and with the complaint from Sanskruti Bhavan. The construction work of adjourning building has been stopped,” Desai said.It is observed that several cracks have developed in the walls of the entire building. Cracks have also developed in the compound walls.
The CCP has also written to the PWD to give them a technical report on the cracks.
The entire Patto area is a marshy land where special precaution and safety measures are required to be taken by the construction agencies during the initial stages, sources said.Patto houses over two dozen high-rise buildings of which at least four buildings have come up when Sanskruti Bhavan was constructed. Prominent restaurants, Central government offices are also housed in Patto.Besides these two government-owned buildings in Patto, no other constructions built over a decade back, have had any complaints of developing cracks.Senior officer of CCP has informed that Sanskruti Bhavan has not taken the occupancy certificate from them. He informed that the offices at the Sanskruti Bhavan has occupied directly after the completion of the construction work. The facts will be now verified, he informed. [H]
