    GOA’S RS SEAT: Goa’s lone Rajya Sabha seat, represented by John Fernandes, will fall vacant on July 7. The election commission has prepared a poll schedule to elect a new member from the State to the upper house of the parliament on July 26. The main contenders for the seat are the sitting MP Fernandes, and former Union minister Eduardo Faleiro.

    COURT’S CALL: The Panjim bench of the Bombay High Court has allowed two-week’s time to the Calangute panchayat to file a detailed affidavit on the action it proposes to take in identifying areas for desilting, building retaining walls and removal of mud in nullahs, to improve the functioning of the open rainwater drains. The action follows a petition filed by the residents of Gauravaddo in Calangute.

    JUST A COUPLE of ministers will be added to the Congress ministry in Goa to appease the disgruntled elements, throwing the election promise of a limited Cabinet to the winds. Meanwhile, Congress president Sonia Gandhi has asked Madhavrao Scindia to help out CM Luizinho Faleiro, who met her yesterday, from the present predicament.

    BACK TO SCHOOL: Four MLAs after losing in the June 4 poll, returned to their teaching profession: former Aldona MLA Fatima D’Souza (Fatima Convent), former Mapusa MLA Surendra Sirsat (returned as principal of Assagao’s DMC High Secondary School), former Pale MLA Sadanand Malik (DMC, Mapusa) and former Speaker/Calangute MLA Tomazinho Cardozo (Sacred Heart HS, Anjuna).

    FALEIRO FLEW back to Goa today, some say, with empty hands, while others believe that he has got Delhi’s go ahead for inducting two more ministers to prop up his three-weeks-old Cabinet. The young Chief Minister’s dynamism is being stretched to the limits, struggling to rope in UGDP, MGP and GRC MLAs to cope up with dissenting colleagues? Neither his party colleagues are content nor the people whom he had promised so much.

    RELIANCE POWER: The Reliance-Salgaocar Power Limited’s Sancoale plant is slated to go operational commercially on Monday, after an official inauguration by CM Luizinho Faleiro. The naphta-based plant will sell 40 mega watts of electricity to the Goa government, from its total capacity of 48 mega watts.

    RAIN WATER MIRACLE: Fr Crispino Lobo, a Goan Jesuit from Moira, has been transforming previously parched villages in Maharashtra into green, fertile lands, through proper conservation of rain water. The project he heads is working in 20 districts of Maharashtra, covering about 1,10,000 hectares and more than 2,00,000 people.

    KONKANI FILMS: CM Luizinho Faleiro announced that the government would shortly come out with a notification declaring the production of Konkani films as an industry. Addressing a gathering of Konkani stage artists, in connection with the setting up of a Konkani Art and Culture Complex in Margao, Faleiro said the industry status will give the artists 25 per cent subsidy.

    UGDP MLAS JOIN CONGRESS: The strength of the Congress Legislature party has gone up to 23 with both the UGDP MLAs--Suresh Parulekar (Calangute) and Jose Phillip D’Souza (Vasco da Gama)--joining the Congress on July 4.

    GOAN FOR KARGIL DUTY: The CM, Luizinho Faleiro, has expressed solidarity with the armed personnel fighting in Kargil, Drass and Batalik sectors, and sent the good wishes from the Government and the people of territorial army officer from the State who called on the CM before leaving for the front.

    PRIVATE POWER: With the commissioning of Goa’s first private power plant--Reliance Salgaocar Power Company Limited (RSPCL) commissioned on July 5, Goa’s power availability has gone up by 40 MW, to raise the total capability from 210 MW to 250 MW.

    PLANTATION SCAM: The Economic Offences Wing of the Goa Police nabbed Melvin Paes, chairman of the directors of Mehna Plantations, accused of swindling Goan investors to the tune of over Rs.1.6 crore. Paes’ arrest came in the wake of a complaint filed by Ms N C Rodrigues of Dona Paula, who had been induced into investing a sum of Rs.3,60,000 in Mehna Plantations.

    ALEIXO CHOSEN: The Congress Legislature party has unanimously agreed to field Loutolim MLA Aleixo Sequeira for the deputy Speaker’s post, elections for which will be held on July 8. The BJP expects to field a consensus candidate from the Opposition comprising of the BJP (10), MGP (4) and GRCP (2).

    SALT BAN LIFTED: St Cruz MLA Victoria Fernandes welcomed the decision of the Government of India to direct all the States to lift the ban on the sale and consumption of non-iodized common salt., which had been banned on the basis of impurities in refined salt.

    GOA BUDGET: Chief Minister and Finance Minister Luizinho Faleiro presented a Rs.1788.54-crore budget for the year 1999-2000 with a Rs.13.14 cr deficit, on July 8. There are no new tax proposals in the budget. A staggering Rs.340.38-cr (nearly 33%) of the expenditure is swallowed by the salary bill of the government servants.

    FLIGHT, FRIGHT, FIGHT: The competition among Indian Airlines, Jet Airways and Sahara Airlines over their share of passengers on the Mumbai-Goa sector, could give passengers flying into Goa free holiday packages. The three domestic airlines are offering various incentives to passengers already.

    “GREATER GOA” AHOY? Ravindra Kelekar, veteran Konkani writer has demanded that the Akhil Bharatiya Konkani Parishad should put forward the demand for the inclusion of Sindhudurg from Maharashtra and Karwar from Karnataka in Goa, to fulfill the aim of “Greater Goa”.

    AIRPORT ALERT: Authorities at the Dabolim airport, airlines and aviation-related agencies in Goa have been directed to tighten up security in view of the Kargil conflict.

    SMELLY PROTEST: The Margao Wholesale Fish Vendors Association and the Pickup Owners Association turned true to their word by converting the space outside the Margao Municipal Council building into a fish market, in protest against the rehabilitation of the 12 kiosks along the Martins Dias Road.

    POPE’S WISH: Pope John Paul II is eager to visit India later this year to release an apostolic exhortation for the Asian continent, but the Vatican is unsure if the Atal Bihari Vajpayee government would grant permission to the head of the Catholic Church. Official sources said the Vatican had recently put in a formal request with the government for the Pope to visit India either in October or November.

    SOFTWARE PARK: Software Technology Park of India is to open operations in Goa soon, initially through its Pune centre, in a bid to kick-start the fledgling software sector of Goa.

    WHAT A REPLY!... Santa Cruz MLA Victoria Fernandes expressed concern over fishing of roe-ladden fish despite a ban on fishing during the monsoons. Fisheries minister Churchill Alemao, a trawler owner himself, justified fishing saying that fish had to be trapped whenever it is in abundance in the sea. The fish is like the floating population. The sea is not a lake for fish to remain in, Alemao told the House during the Zero Hour.

    NO SMOKING IN PUBLIC: In a landmark judgment, Kerala high court banned smoking of cigarettes, cigars and beedies, in places like educational institutions, hospitals, shops, restaurants, bus-stops, railway stations and railway compartments and other public places.

    HOPE FOR HARVALEM: Tourism minister Churchill Alemao pointed out that the government was directing all efforts towards developing Harvalem as a tourist spot, in reply to a query raised by Pale MLA Suresh Amonkar.

    HEALTH CARDS FOR ALL: Health minister Francisco Sardinha disclosed in the Legislative Assembly on July 13 that the government intends providing health cards to all the individuals in the State. He also claimed that the malaria epidemic was well under control.

    FALEIRO DARBARS: Replying to criticism over his Janata darbars, CM Faleiro said the people were getting an opportunity to interact with the bureaucrats and get their grievances redressed. He also said that he would hold darbars on a Saturday every month.

    STREAMLINING ADMINISTRATION: CM Luizinho Faleiro informed the Goa Assembly that steps have been taken to streamline the administration by fixing specific deadlines to redress public grievances and speed up the process of granting applications for various documents and licences.

    TRANSFER PAYS: Dempo Sports Club will be richer by a sum of Rs.1,32,000 in transfer fees after their star players Francis Silveira (Pocket), Marcus Carvalho and Santan Colaco move over to Churchill Brothers.

    BACKLOG CLEARANCE: Following criticism from members in the legislative assembly on the high number of pending land tenancy cases, Chief Minister Luizinho Faleiro assured the House that Lok Adalats would be organised all over the state to clear the 37,759 cases.

    SPRINGING A NEW LOOK: The ‘Ana Fonte’ spring at Pajifond in Margao is due for a new look with the government’s decision to acquire 5,094 sq mt of land around the spring. The Ana Fonte water is known to have medicinal properties and people from different parts of South Goa visit the place, where the Portuguese government had constructed separate bathrooms for men and women.

    POWER COST PROBLEM: When Power minister Nirmala Sawant revealed that the cost per unit of energy supplied to the government by the Reliance-Salgaocar Power Company limited is expected to be Rs.3.55, there was a furore in the Goa Assembly on July 16. Manohar Parrikar demanded to know why the government would be charged Rs.3.55/unit when the prices of naphta had dropped all over the world.

    “CHOICE” WHISKY SEIZED: About 240 cartons containing about 48 bottles each of “Original Choice” whisky were seized by the Excise Department at Chamuddi-Dramapur in Salcete. Baffling indeed, to find that the liquor supposed to have been manufactured in a Bangalore-based distillery, and is meant for sale only in Karnataka, was found in Goa.

    SOME FOR SARDINHA: CM Luizinho Faleiro surprised everyone by allocating the additional charge of animal husbandry portfolio to Health minister Francisco Sardinha.

    LAVEENA SEQUEL: Mystery surrounding Laveena Raiturkar’s death took a new twist on Saturday since the husband of the deceased, Dr Sailesh Raiturkar, injected himself in an alleged suicide bid. He was found lying unconscious at his Margao clinic.

    TAX REVOCATION: Whether the new industries setting shop in Goa will get the 5-year tax holiday, which was available under the Goa government scheme for the last nine years, is yet to be decided, CM Luizinho Faleiro told the Assembly on July 20.

    WAITING FOR JOBS: In a reply to MLA Pandurang Raut in the Assembly session, Labour minister Narvekar said that over 65,000 names of candidates seeking jobs figure on the live register of the Employment Exchange; 40,658 names are from North Goa and 24,542 from South Goa.

    NET GAMBLE: Matka gambling is quite a menace in Goa and the government or police seem to be ineffective to control it. Hence CM Luizinho Faleiro has come out with a new gamble. Luizinho has disclosed that the government proposes to start an on-line lottery to counter matka. “I cannot stop matka and we all know that it goes on in full swing despite efforts by police to curtail it,” Luizinho moans.

    VEHICLE POPULATION: Vehicle ownership in Goa, which was 66,000 in 1985, shot up to 2.80 lakh in December 1998. On an average 25,000 new vehicles are being added to the traffic every year...On an average 280 road accidents occur in Goa every year, resulting in 222 casualties.

    ISLAND SURVEY: CM Luizinho assured the Goa Assembly yesterday that the government would survey the new islands fringed by mangroves in the Mandovi river estuary, opposite the Chorao ferry point, and protect the mangroves species.

    COKE IN THE HOUSE: The abrupt stoppage of water supply to the Coca Cola plant at Verna fanned a furore in the Goa legislative Assembly on Wednesday, with Industries minister Churchill Alemao unable to provide a convincing reply.

    NIGHT FLIGHTS: The Defence Ministry has finally given the green signal to allow commercial traffic at night at the Dabolim airport. The Airport Authority of India has decided to provide the necessary infrastructure to open up Dabolim Airport for commercial traffic by night but it’s to be seen whether the AAI will make the investment to create the necessary support facility.

    The Forest Department is studying the matter whether the Madei Wild Life Sanctuary, which has been already notified as protected for wildlife can be de-notified. The government, however has clarified that the people residing within the notified will enjoy their rights as earlier, but will not able to extend the cultivable area.

    Around 12,288 civil cases and 4,411 criminal cases are pending in the several session and district courts of South Goa till June.

    The state experienced rapid mechanisation in fishing craft over the five years. This has resulted in over 1,100 fishing vessels with around 300 of these engaged in pursening an around 1,100 country craft and canoes eith out board motors engaged in gill net fishing, exploiting the rich demersal and pelagic resources of the inshore areas.

    DOWNPOUR UNABATED: It rains like the good old times this year but it’s becoming rather too much. Chandrakant Gaunekar (30) who was crossing a flooded nullah in Canacona, was washed away on Thursday and his body found the following day. Six houses collapsed in South Goa. Trees uprooted, Ponda exchange knocked out by the rains...is the other sad news from Goa.

    AIDS IN GOA: Health minister Francisco Sardinha informed the Goa Assembly that 73 AIDS cases have been reported in Goa up to June 1999, with Mormugao accounting for 509 HIV positive patients, Tiswadi with 397, Salcete with 313 and Bardez with 219. The total number of HIV sero-positive cases so far have risen to 2411, though only 1647 persons were found at the addresses given.

    COMPULSORY SUBJECT: CM Luizinho Faleiro says that the government will introduce one compulsory subject on environment safety in the school curriculum right from the primary level. Faleiro was speaking at a function on environment organised by Carmel College in Nuvem.

    SUBJECT: ENVIRONMENT: The Chief Minister, Luizinho Faleiro, on Saturday stated that the government will introduce one compulsory subject on environment safety in the school right from the primary level.

    ELECTRONIC GOVERNANCE: CM Luizinho Faleiro on Saturday said that his government was determined to usher in an electronic governance and steps in this direction have been proposed in the current year’s budget. As part of the computer literacy plan a provision of Rs 1 crore has been made to acquire computers in the schools.

    ALEIXO-ALEMAO ROW: Amidst uproarious scenes in the Goa Assembly, Deputy Speaker Aleixo Sequeira charged Industries minister Churchill Alemao of misleading the House on the Coca-Cola plant. Aleixo wanted Alemao to prove the authenticity of the letters of four sarpanchas, produced by the latter to prove that there was shortage of water for the villagers, and offered to resign if he was proved wrong.

    EDUARDO ELECTED: As expected Eduardo Faleiro of the Congress was elected to the Rajya Sabha, defeating his Goa Rajiv Congress Party opponent Bhavanishankar Gadnis, by a sweeping margin 24-12. But four MLAs (MGP ones) were missing when an important function of the Assembly was going on.

    The leader of the Maharashatra Gomantak Party’s (MGP) legislative wing, Mr Ramakant Khalap, today declared that his party had become a coalition partner of the Luizinho Faleiro-led Congress gonernment in the state, but ruled out merger of his party eith the Congress.

    PROPERTY DISPOSAL: In a significant judgement dealing with ‘delivery of property seized by the police’, the Bombay High Court has held that a judicial magistrate has powers to decide whether a person has a lawful or rightful title to hold such property.

    MANY A CRORE: The House passed the Goa Appropriations Bill, 1999, consisting of Rs.1,520.72 crore on revenue account and Rs.396.52 crore on capital account, including public debt, and loans and advances for the current financial year. It allows the government to appropriate Rs.1,917.25 crore.

    AGUADA MANSION: Jimmy Gazdar house, designed by architect Gerard da Cunha, near the Central Jail in Aguada, is the prominent entry in the famed “Indian Interiors” book, published by the German publishers Taschen. Price at Rs.2,200 this 319-page book is the Indian counterpart of the series which includes “Paris Interiors” and “Moroccan Interiors”. In the “Outlook” review, “Jimmy’s Palace” has been described as an exotic synthesis of gargoyles, Manueline architecture, Tuscan facades, Spanish steps and Venetian arches,”

    WATER FILTRATION AFFECTED: Due to unprecedented heavy and incessant rains in this season, the turbidity of river water has gone up tremendously. Since the water is used for drinking water supply after treatment, the high turbidity has resulted in lower efficiency of the filtration plants, particularly in North Goa.

    TERMINATING TALATHI SYSTEM: Talathis, very often responsible for multiplying the worries of Goa’s urban populace, are likely to be removed from the scene with the impending devolution and decentralisation of power to local self-governments, according to CM Luizinho Faleiro.

    HARBOUR’S HERITAGE HOTEL: Mormugao Port Trust has initiated efforts to revive the Old Palace Hotel at berth number four of the Mormugao Harbour. The hotel, which has a long historical background being run once by the Madras Southern Maratha Railway and Spencer & Co, will be given to interested parties on a 30-year BOT contract.
