Panchayat
cannot revoke
approved projects:
CM
PANJIM,
May 13: Literally
giving thumbs
down to villages
opposing mega
housing projects,
the government
today declared
that if a project
has been given
permission after
clearing all technical
approvals, the
panchayat has
no authority to
revoke the licence
and the government
will stand by
the project. Addressing
a press conference,
after the cabinet
meeting, Chief
Minister Digambar
Kamat stated that
if all rules have
been followed
and there have
been no misrepresentations
on the project
there is no reason
for revoking the

Red
alert in Goa
PANJIM, May
13: Goa Police
have issued
a red alert
in the wake
of serial blasts
in Jaipur, Rajasthan,
on Tuesday,
and have set
all measures
in place to
beef up patrolling
in crowded places.
IGP Kishan Kumar
told Herald
that all police
stations in
the State have
been asked to
heighten their
patrolling activities,
especially at
bus stands,
railway stations,
market areas
and the crowded

Willy
wails over 'unsteady'
govt

Souza yesterday
said that the
Congress-led
government headed

was "unsteady".

Congress counterpart,
Francisco Sardinha,
that the coalition's

committee had
not discussed
the issue of

Churchill
puts brakes on Navelim
carriageway

May 13: This Rs.4.62
crore carriageway in
the constituency of
PWD Minister Churchill
Alemao is stuck up for
reasons more to do with
politics than otherwise.
It's not that the work
has come to a halt for
want of funds, but the
PWD Minister has ordered
stoppage of the multi-crore
project - mooted and
executed during the
tenure of his bete noire
and former Navelim MLA

Goa-Dubai
flight from Sat
National
Aviation Company of
India Ltd, Air India,
has announced the introduction
of a direct flight between
Goa and Dubai with effect
from May 17, 2008. The
flight will depart from
Dubai at 1120 hrs and
arrive at Goa at 1545
hrs. Departure from
Goa to Dubai will be
at 1620 hrs and arrival
at Dubai will be 1745
hrs. Departures will
be on Thursdays and
Saturdays. Gulf Air
India has also introduced
a third frequency to
Kuwait. In the new schedule
the direct flight to
Kuwait operates on Mondays,
Wednesdays and Fridays
with departure ex-Goa

Plan
to control price
rise formulated
PANJIM:
Initiating steps
to control rise
in prices of
essential commodities,
the Goa Cabinet
yesterday formulated
an action plan
to sell these
commodities
at controlled
rates through
bagayatdars,
marketing federation,
horticulture
outlets and
VKSS societies.
Finance Minister
Dayanand Narvekar
told reporters
that the government
had decided
to rope in these
bodies to sell
the essential
commodities
at Rs.5 less
than the market

Education
loan scheme
to be modified
PANJIM,
May 13: In a
bid to extend
the scheme to
the Goan children
born outside
the State, the
cabinet today
gave its nod
for modification
of interest-free
loans scheme
for higher education.
Chief Minister
Kamat said that
the loan amount
has also been

Faleiro
to visit Goan
communities
in Kenya, Mozambique

Commissioner
for NRI Affairs
Eduardo Faleiro
will visit Mozambique
and Kenya from
May 16 to 24.
He will meet
the Goan community,

of Indian origin
as well as Foreign
Ministers and
others leaders
of the two governments.
He said that
Goans migrated
in significant
numbers to East
Africa in the
19th and 20th
centuries and
they formed
the backbone

service, railways

Govt
decides to boost
automatic mutation
PANAJI: The
government intends
to voluntarily
register mutation
of property
by linking offices
of mamlatdars
and sub-registrar.
This would mean
that the transferee
(buyer) would
not be required
to make an application
for mutation.
Incidentally,
a provision
for such a mutation
already exists
in the Land
Revenue Code,
1968, since
the last 40
years but has
never been used
by the government.

Undersea
ecology changing
along Goa's coast
PANAJI: Fish production
in the state has dropped
by 10 per cent after
recording successive
growth for the past
seven years, fuelling
the suspicion that sea
ecology along the Goan
coast might have changed,
after a tsunami hitting
the Indian ocean on
December 26, 2004. The
former chairperson of
the Mandovi Fishermen
Marketing Co-op Society

Times that the
ecological conditions
along the Goan coast
changed after the tsunami,
with an increase in
the intensity of the
water currents along

Goa's
media history
'in black and
white'

Black and White',
the book covers
the period from
the launch of
"The Navhind
Times",
in 1963, till
recent times.
It also looks
at newspapers
that were started
and didn't continue
in operation
- like the "West
Coast Times",
"Novem
Goem" (Konkani)
and sometimes
refers to the
crop of Portuguese
newspapers which
didn't survive
the post-1961
changes. The
book has been
edited by journalist
Frederick Noronha
and has some
22 chapters
contributed
by 20 different
journalists.

Leap
frog
With the start
of this season
the one issue
that will raise
its ugly head
is that of catching,
killing and
eating of frogs,
which incidentally,
is totally illegal.
Despite this,
each year thousands
of frogs are
caught in fields
and forests
of Goa and consumed,
the current
law is hardly
a deterrent.
The Forest department
has not had
a single conviction,
probably due
to lack of interest,
and political
interference.
however, this
time, WildGoa
has also asked
the citizens
of Goa to be
more proactive
by calling in
to report rogue
restaurants,
and if they
know of people
catching frogs.

brown man in his thirties
sat quietly through

legendary Kenyan leader,
Jomo Kenyatta. In progress

Lancaster House conferences
at which the constitutional
framework for the new
independent Kenya was
drafted. The quiet man
was Firtz Remedios Santana
de Souza, constitutional
lawyer trained in England,
with a PhD from the
London School of Economics
on Indian Political
Organisation in East
Africa. He had already
established himself
in the Kenyan freedom
movement, had defended
other freedom fighters
charged by the British
with Mau Mau atrocities,
and was respected by
the different political
movements in the country.
