At least 10,000 more personnel needed: DGP : The Director General of Police BS Bassi as well the Home Minister Ravi Naik today lamented that the State police is short of manpower and needs at least 10,000 more personnel meet the requirements. “Frankly speaking ideally the force should have been 12,000 to 15,000 personnel but we are short of that,” Bassi said while interacting with reporters here. The State police presently have about 5000-odd men including IRB. “We need more manpower to meet demand,” he said. [H]

Ruckus over new Hindi Textbook: The Parents Teachers Association (PTA) of Vasco is up in arms over a Hindi textbook prescribed for students of STD X. They now want the Goa Board to withdraw this text book and replace it with old 'Abhinav' for this batch titled 'Sparsh'. This Hindi text book has been introduced this academic year 2009-10. The PTA claims that the aforesaid book is of a very high standard and ambiguous in nature. "The grammar topics have also been introduced. At this juncture, our children will be confused with this new text book which includes an amalgamation of Sanskrit/Bhojpuri/Hindi/Punjabi and introduction of the same would result in confusion, thus leading to a drop in percentage or failures in Hindi," says PTA. Al offers free Goa trip to Chinese travellers landing in India: "Don't be surprised to see Chinese tourists coming to Goa," says Mrs. Ralph de Souza, president, Travel & Tourism Association of Goa, and not without reasons. Goa is vigorously targeting Chinese tourists, supported by Air India's offer of a free return trip from Mumbai or Delhi to Goa to Chinese travellers, say officials of the Goa tourism department who are upbeat from responses to the Goa pavilion at the recent Beijing International Tourism Expo. "Some 40,000 prospective Chinese travellers visited the Goa pavilion at the tourism trade fair picking up a Goa brochure printed in Cantonese," the tourism director, Mr. Swapnil Naik told The Navhind Times. Meet to preserve Chimbel identity on July 5:
The youth and aggrieved farmers from Indiranagar-Chimbel under the banner of Chimbel Gramseva Kala ani Sanskruti Manch have convened a meeting at Shree Devi Chimbelkarin Tail at 4 pm on Sunday, July 5, to unite and fight against the injustice and to preserve the identity of the village. The manch has demanded immediate stop to dumping of garbage in paddy fields at Indiranagar thereby affecting the livelihood of about 150 farmers and to seek compensation to them. The villagers alleged that the Chimbel Panchayat was not taking the villagers into confidence while granting license to mega housing projects. They said that these issues were then debated by the gram Sabha only after the Panchayat had issued them license. The Panchayat was encouraging builder culture in the village, they charged and also strongly opposed sale of land to outsiders in the village. [GT]

20 children, 1 teacher hurts as bus turns turtle at Ambora : twenty school students from Loutolim and surrounding areas, studying in schools in Margao were injured, while one teacher suffered serious injuries, when a private bus carrying them overturned at Ambora, on Thursdays afternoon, after hitting an electricity pole. The Maina-Curtorim police informed that the school bus was loaded with students returning home from school. The injured teacher is Ms Sonia Toccata from Loyola High school. She was taken to the Hospicio Hospital in Margao and later moved to the GMC Bambolim. [NT]

Life topsy turvy in hinderland: Torrential rains yesterday disrupted normal life in this mining heartland of Goa and several residents’ complaints of rain water and mining slush entering their homes. Heavy damage to property was reported in several parts of Bicholim Taluka and several roads were also submerged under water. Electric Wires were snapped and a passenger bus also turned turtle at Sarvan, Bicholim Sources said, the road at Bandarwada junction at Shantadurga-Bicholim, was submerged, posing hardship to office-goers. Mine sludge enters houses in Bicholim: Several people were evacuated to safer places as mine sludge entered into about 60 houses and a temple in Poira, Advalpal and Valshi in Bicholim Taluka on late Wednesday night. The incident occurred as the sludge from the nearby mines entered the houses due to heavy rains and the people were unable to rescue their belongings. A mining company along with locals shifted the affected residents in Poira to safer areas in the wee hours of Thursday. Many affected families were seen clearing the sludge from their houses on Thursday morning. [H]

Laborers screened for malaria: The Primary Health Center, Candolim, organized five screening camps for 'Daily wages migrant workers or Rokda' workers at Calangute. The screening took place at 'Bodko Vodd', Calangute between 7.30am to 9.30am. Total of 439 migrant were screened and 334 Health cards were issued free of costs. The first dose was given on the spot for 100% compliance. They were photographed and free health cards were issued to these migrants. [GT]

Accountability of NGOs: Kamat told CLP members that the government would bring in a legislation to ensure accountability of NGOs (Non Governmental Organizations) and also to widen their scope of activities. He also told the meeting that the NGOs Accountability Bill would be introduced during the ensuring monsoon session of the Goa Assembly. [GT]

20 students hurt as bus skids off at Loutolim : Around 20 school students, a teacher and a parent suffered injuries after the bus in which they were travelling skidded off the road at Ambora-Loutolim and turned turtle. The bus was carrying over 30 students when it skidded off the road and rammed against an electric pole before turning turtle. Police said around 20 students, mostly studying in Margao-based schools suffered injuries. [H]

Colva retaining wall damage:
The huge waves that lashed the entrance to the Colva beach have damaged a portion of the retaining wall. Sources in the Colva Panchayats, on Thursday confirmed that a portion of the wall gave way due to the heavy waves that have lashed the coast during the past few days. MLAs differ on starting English primary schools: Should government run their primary schools in English in a bid to arrest closure of schools imparted in regional languages like Konkani and Marathi? This issue dominated the meeting of Congress legislature party (CLP) held here on Thursday. Calangute MLA Agnelo Fernandes advocated the need to start government primary schools in English as a solution to the crisis-type situation being faced by the schools. He said several schools are on the verge of closure because parents want their children to be educated in English-medium schools. Secondly, he also suggested that the government must release grants to English-medium private schools. [H]

Citizens complain of excessive billing: At least 14 citizens from the city have made a representation to the chief minister, Mr. Digambar Kamat, alleging that the electricity billing per unit has been increased to such an extent, that it causes a lot of anxiety to the common man [NT]

Landslides at Mollem: Heavy showers caused landslides along the highway at Barkatte-Mollem on Thursday at about 2 pm, disrupting traffic along the route. According to Mollem Sarpanch Govind Gaonkar, due to the landslide, a major portion of the road was covered with soil. [H]

Company told to stop operations: Goa State Pollution Control Board has issued notice to 21st Century Company to suspend operations allegedly for causing pollution at its factory in Pernem. The notice for suspending operations was issued today by the GSPCB following an enquiry into the matter on receipt of complaints. [H]

Incessant rains lead to flooding: The Incessant rain that was experienced in different parts of Bicholim Taluka from Wednesday evening continued till Thursday morning. The rain took a respite intermittently on Thursday evening. The heavy rain resulted in flooding of Valavanti River at Sanquelim and Bicholim River but both the rivers were flowing below the danger mark till Thursday morning. [NT]

Shelter home registration revoked: Cracking the whip the Directorate of Women and Child, has terminated the certificate of registration of one Shelter Home in Chorao for operating in contravention of provisions of Goa Children Act (GCA), 2003. Home Minister launches Missing Persons Squads: In wake of the heavy criticism from various quarters in the backdrop of Mahanand serial killing case, the Goa Police today launched the Missing Persons Squad, which will exclusively look after the missing complaints across the State. The MPS was inaugurated by Home Minister Ravi Naik in the presence of DGP B Bassi and IGP K D Singh. “We have learnt from our mistakes in the Mahanand case and this is one step to make amends and see that the mistakes are not repeated,” Home Minister Ravi Naik told reporters after inaugurating the squad at Women’s police station in Panjim. Davorlim farmers too oppose land acquisition: In neibouring Davorlim, vegetable growers - who cultivated their fields to sell vegetable produce in the Gandhi Market - have bitterly protested against the government's reported move to acquire fields from the village. The farmers maintained that they have been cultivating vegetables and selling the same in the markets, apprehending threat acquisition of the fields would displace them from their traditional occupation. Status of A (H1N1) screening: At the passenger screening post at the arrival lounge of Dabolim Airport, 74 international passengers were screened yesterday, but no own was found to require any special care or investigation. The total number of passengers screened till date are 9539. [GT]

Goa in need of more traffic infrastructure: The number of vehicles in Goa since the beginning of the century has almost doubled from 3:35 lakh in 2001 to 5.91 lakh in 2009, while the total length of roads moving across the state has remained 4,251 km -- national highways (264 km), state highways. (226 km), major district roads (797 km) and village roads (2,964 km) -- with very few stretches of roads being widened till date. Interestingly, the state transport department has registered more then 6 lakh vehicles, as a number of vehicle owners from outside Goa have chosen to register their vehicles in the state. [Ramnath N. Radio Frequency Meters to keep tab on water billing:
Irrespective of whether you get water on time or not, the Public Works Department is making an arrangement to see that the citizens get their water bills on time. The department under the JICA project which is funded by Japanese Bank for International Co-operation (JBIC) will replace around one lakh water meters in South Goa with the Radio Frequency Meters, which they say will increase revenue, cut labor costs and give accurate reading. Goa to have marine commando force: Even as the proposal for setting up an Anti-Terrorist Squad is gathering dust in the Secretariat, the government today announced that it would set up a marine commando force to tackle any terror threat coming from sea. Last November the Goa police had proposed to set up an ATS, but the proposal is still awaiting Cabinet nod. “The State has constantly been on the terror radar; to thwart any threat from the sea we want to have our own marine commando cell,” Home Minister Ravi Naik said. “The marine commando cell will be trained by special marine agencies like the Coast Guard and the Indian Navy for this specialized task,” he said. Agitated farmers from Rawanfond and Navelim on Thursday expressed their firm resolve to oppose the government’s plan to rehabilitate people from Rawanfond on the cultivated paddy fields opposite the Margao Railway station. As work at the rehabilitation site continued unabated under police protection, the farmers have now decided to intensify their ongoing agitation by approaching the authorities and holding a meeting of local people at the site. 'Govt corporations will not be able to sustain new scales': The meeting of the managing directors of all government - run corporations as well as autonomous bodies convened by the 6th Pay Commission Cell. Headed by Mr. Rajiv yadavanshi on Thursday observed that almost 90 percent of these establishments will not be able to take care of the salaries of their staff, if the new pay scales are implemented and further experience stoppage of cash flow, if they are forced to do so. Sand transporters likely to call off stir : South Goa Sand Transporters Association (SGSTA) convened its third general body meeting on Friday, the third within two weeks, giving clear indication of an early end to the ongoing strike over sand transportation from Karwar. The SGSTA meeting will be held in the Shristhal Panchayat hall, where a letter received from Karwar Sand Plot Owners will be taken up for discussion. [H]

Vaccination is safe, assures Vishwajeet: Health Minister Vishwajeet Rane on Thursday assured whatever anomalies associated with the Japanese Encephalitis vaccination programme would be done away with, even as he assured parents and teachers it was safe to administer the dose in the interest of the children, aged between 1 and 15. A day after the Opposition BJP raised a hue and cry, Rane in a strong dose of advice to the party said it should refrain from creating confusion because lives of Goan children were at stake. [H]

New squad to monitor efforts to trace missing persons:
The Home Minister, Mr. Ravi Naik, on Thursday morning inaugurated a separate cell called Missing Persons Squad (MPS) at the Women and Child Protection Unit to monitor the efforts made to trace missing persons in the wake of rising number of missing persons in the state of Goa. Addressing the media this morning, the Director General of Police (DGP), Mr. Bhim Sain Bassi said," A very large number of cases of missing persons came to light of the police in 2007 and 2008, but in all, out of 500 cases, 50 percent of them were detected. Witness in Mapari murder case says he was threatened: The trial in the sensational Sameer Mapari murder case got a new twist after a prosecution witness Laxmikant Desai submitted to the court on Thursday that he did not identify the channel in the court at the last date of hearing due to the fear of accused Rajesh and Balesh Desai. Volunteering to identify the channel used to dump Sameer’s body, Laxmikant made a startling revelation in the Sessions Court that he was told not to identify the channel if shown to him in the court. Laxmikant submitted that both accused Rajesh and Balesh had come to his residence on the night of the funeral of deceased Samer and told him not to make any disclosure about the channel to the police. “I got married on March 22 this year. Since I was in need of money, I asked Gaja, brother of accused Rajesh to give me money to meet the commitment of another person”, he recalled. [H]

Vasco without fulltime PI for last 6 months  : It has the task of ensuring the safety of various sensitive installations in the port town and yet, Vasco police station has been without a full-fledged police inspector since the last six months. Nearly six months have been passed PI Harish Madkaikar was shunted to the GRP for his alleged raid on a Vasco-based Madarasa. Since the transfer of PI Madkaikar, the police station is being handled by police inspectors of police stations in Mormugao or Verna on a temporary basis. [H]

Uncollected garbage a major problem at Margao: Even though the Margao Municipality insists that its workers are working round the clock to keep the city free of garbage, the garbage that remains accumulated at some places in the city giving it a repulsive look contradicts the claim. For instances, the garbage that gets accumulated just opposite the Margao police station near the Sulabh toilet is not lifted for days together resulting in a foul smell around the place. The stink from Sulabh Sauchalaya also spoils the atmosphere around. [NT]

Govt constitutes panel to go into stray dog problems: The Government, in pursuance of an order passed by the Goa Bench of Bombay High Court in response to the writ petitions, has constituted a state level supervisory committee headed by the Secretary for animal Husbandry to monitor the sub-committees formed by the Corporation of the city of Panaji and other municipal councils into he state to handle the stray dog problems, and further, ensure due performance of functions and responsibilities bestowed upon them. Door to door waste collection to begin in Curchorem: Considering the rising garbage problem in the constituency, Curchorem MLA Shyam Satardekar has stated that garbage will now be collected from house-to-house in Curchorem constituency. Satardekar was speaking after inaugurating the garbage lifting van at Curchorem. Kudchade Yuva Vikas Sanghatana President Nilesh Cabral, Curchorem Shopkeeper Association President Hanuman Vast, Goa Handicraft Corporation Director Felix Fernandes, Garbage Disposal Management and Technique (GDMT) Director Rusario Dantos, Rajanikant Naik and others were present on the occasion. Jose Philip to curb fake registration for kerosene: After going through a survey report exposing large-scale bogus registration to avail kerosineand subsidized rates. Revenue and civil Supply Minister Jose Philip D'Souza assured to curb down bogus registration. D'Souzasaid some months ago he had asked civil supply department to conduct a survey through mamlatdars office, which revealed that bogus registration was alarming high with Mormugoa, Salcete and Bardez topping the list to avail kerosine quota. Postal Dept gets its own aircraft: On July 1, two new aircraft bearing the logo of India Mumbai and Chennai. Two old Boeing 737-200s have been leased from Air India by India Post and converted into freighters. "The aim is to have a more reliable service, " said Manjula Parashar, Chief General Manager of mail business in Delhi, With a capacity of 15 tonnes each the planner will connect cities like Mumbai, Chennai, bangalore, Ahmadabad, Surat and Nagpur. AITUC to stage dharna: The general council meeting of the All India Trade Union Congress (AITUC) unanimously resolved to hold a massive dharna on July 7 near Kadamba bus stand to demand immediate upward revision of minimum wages for the unorganized workers, linked with Consumer Price Index as per the formula given by the Supreme Court Judgment. Partagal Mutt, MLA in showdown over plantation: It was an unusual confrontation between the spiritual and temporal power over bananas and pineapples worth over Rs. 12,000 from a plantation at Amone-Cotigao in Canacona. While Anand Tawadkar, brother of Poinguinim MLA Ramesh Tawadkar, has alleged that representives from Partagal Mutt lifted his farm product from his plantation, the Mutt representatives claimed that the Mutt land was being misused by Tawadkar. CPI rebukes Petroleum Minister for fuel price hike: The Goa State council of communist Party of India (CPI) has strongly objected to the manner in which the Union Minister for Petroleum announced the fuel price hike saying it has bypassed the Lok Sabha which began its session today. UBD Colva, sporting Davorlim enter semis : united boys of Dando Colva squeezed past saligao united 4-3 via the tie-breaker to move the semi-finals of 17th super soccer football tournament, organized by united boys of Dando, Colva at Dando grounds Benaulim on Thursday. Both teams could not play attractive football as heavy showers and slushy outfield proved as deterrents to the players. At the end of regulation time the teams were locked goalless.[NT]
